Elevating Standards with USDA Cosmetics

USDA cosmetics produced by cosmetic manufacturer

USDA cosmetics products represent a growing segment in the beauty industry. This framework emphasizes organic and natural ingredients in line with consumer demands for sustainability and ethical production. Medpak Solutions understands the importance of these standards. We are committed to providing high-quality private-label cosmetic manufacturing that meets cosmetics regulation.

What is the “USDA Organic Standards”?

The United States Department of Agriculture (USDA) regulates the term “organic” through the National Organic Program (NOP). This regulation extends to cosmetics, body care, and personal care items containing agricultural ingredients.

To be certified, brands must adhere to strict guidelines regarding production, handling, processing, and labeling. The certification process involves multiple stakeholders, including producers, handlers, and manufacturers—all of whom must be accredited by a USDA-approved certifying agent.

Categories of Labeling

Cosmetics can fall into one of four labeling categories based on their content:

100% Organic

Must include only organically produced ingredients (excluding water and salt) and can display the “Organic Seal.”

Organic

Must contain a minimum of 95% organically produced components. These developments also qualify for the “Organic Seal.”

Made with _____ Ingredients

Must contain at least 70% organic ingredients. They cannot display the seal but may list specific organically sourced ingredients on the label

Less than 70% Organic Ingredients

These products cannot use the term “organic” on the principal display panel but can identify specific ingredients in the ingredient statement.

Trends in Cosmetics

  • Sustainability: Consumers are increasingly concerned about environmental sustainability. Brands that use natural ingredients employ eco-friendly practices in their production processes.
  • Health Consciousness: There is a growing awareness about the possible harmful effects of synthetic chemicals found in many conventional cosmetics. Organically-made products provide an alternative that appeals to health-conscious customers.
  • Ethical Considerations: Many consumers prefer brands that practice cruelty-free testing and sustainable sourcing of ingredients. The certification aligns with these ethical considerations.

Benefits of USDA

Consumer Trust

Increasing awareness about ingredient sourcing and environmental impact makes consumers more likely to trust certified cosmetics brands. The certification serves as a mark of quality and integrity.

Market Differentiation

Signals a commitment to sustainability and ethical practices that resonate with modern consumers.

Healthier Choices

Certified cosmetics contain fewer synthetic chemicals and more natural ingredients. This focus on health aligns with consumer preferences for cleaner beauty products.

Frequently Asked Questions

Your Most Frequently Asked Questions About USDA Cosmetics Manufacturing

What do the organically made product labeling rules include?

The rules specify the wording permitted on both the PDP (Principal Display Panel) and the IP (Information Panel) of packaged products.

  • The PDP is the part of the package that consumers are most likely to see when purchasing.
  • The IP contains the ingredient statement, which lists all ingredients in the product from highest to lowest percentage, along with additional product information.

Yes, producers who sell less than $5,000 worth of organically made items per year are not required to obtain the certification. However, they must still adhere to the production and handling regulations, including maintaining records for at least three years. Products from these non-certified operations cannot be used as ingredients in processed products made by other operations, nor can they display the “Organic Seal.”

Is the registration symbol ® required when using the seal?

No, certified operations aren’t required to include the registration mark with the seal on their labels. Certified products currently on the market still comply with certification requirements without this mark. Operations can choose to use either version of the seal, and existing labels do not need to be revised or discarded.

If an operation opts for the updated version of the seal that includes the registration mark, it can be downloaded in different file formats from the AMS website. As always, certified operations should seek approval from their certifier before making any changes to product labels.

Yes, they’re effective as they contain natural ingredients that nourish the skin without harsh chemicals. They are rich in antioxidants, vitamins, and minerals. Such products provide benefits such as hydration, anti-aging, and soothing effects.
